Lt. John O’Kelly graduated from Pearl Academy in 1976 and from Mississippi State University in 1982. He has a BS in Fisheries Management with a minor in Wildlife Management and Accounting. Lt. O’Kelly was once the chairperson for the Quality Circle Meeting.
